Ministry extends safeguard duty on steel tube imports
Morocco will extend its safeguard measure on imports of welded iron and steel tubes and pipes for a further three years, following the conclusion of a review investigation.
The Moroccan Ministry of Industry and Trade determined that the measure remains necessary to prevent serious injury to domestic producers. The ministry said imports increased overall between 2022 and 2025, while improvements in the domestic industry's performance remained recent and fragile.
The domestic industry covered by the review includes Longofer, Comaprom, Maroc Fer, Tubes et Profil, Sofafer, Distrifer, SMM Socodam Davum, Unipipe et Profil and Batifer. The companies represented around 96pct of Morocco's domestic production of the products in 2025.
The measure covers welded iron and steel tubes and pipes with circular, square or rectangular cross-sections, including conical or pyramidal shapes.
The products are classified under Moroccan customs codes 7306191090, 7306199900, 7306301099, 7306309900, 7306501090, 7306509900, 7306611010, 7306611090, 7306619000, 7306691000, 7306699900, 7306902012, 7306902019, 7306902022, 7306902029, 7306902039, 7306909019 and 7306909099.
The extended measure will impose an additional ad valorem duty of 19pct from November 6, 2026, to November 5, 2027. The rate will fall to 18pct in the following year and 17pct from November 6, 2028, to November 5, 2029, before expiring.
The review investigation was initiated on June 17, 2026, and concluded on October 27, 2026.
