HS codes for steel

The Harmonized System codes that steel trades under: the four-digit headings of Chapters 72 and 73 and the six-digit codes for the main products, based on HS 2022. Check the national tariff for the full code.

How HS codes work

The Harmonized System (HS) is the World Customs Organization's product classification, used by more than 200 countries for customs tariffs and trade statistics. The first six digits are the same everywhere: two for the chapter, four for the heading, six for the subheading. Countries add more digits for their own tariff and statistics.

Steel itself is Chapter 72 (iron and steel as produced — semi-finished, flat, long, wire, scrap) and articles made from it are Chapter 73 (pipes, structures, fasteners, wire products). Chapter 72 splits first by steel type — non-alloy (7206–7217), stainless (7218–7223) and other alloy (7224–7229) — then by shape, width (600 mm is the line between wide flat products and strip) and coating.

The codes below follow HS 2022, the edition in force since 1 January 2022. The nomenclature is revised every few years, so check the edition your customs authority applies.

Classification depends on the exact product: alloy content (boron or chromium can move a "carbon" grade into alloy steel), width, thickness, coating and whether it is in coils. Use the code your customs broker or the tariff ruling confirms.

GCC and national codes

The six GCC states — Saudi Arabia, the UAE, Kuwait, Qatar, Bahrain and Oman — apply a common customs tariff that extends the six-digit HS code with further national digits. The duty rate, any anti-dumping or safeguard measure and any import licence or conformity requirement (for example SASO in Saudi Arabia) attach to the full code, not to the six-digit subheading. Check the current tariff of the importing country, or ask your clearing agent, before you quote landed prices.

Background: the old SITC (Standard International Trade Classification) of the United Nations groups iron and steel as division 67. It is used for economic statistics, not for customs, and has been replaced by HS codes in trade documents.

For orientation only. The customs authority's classification and the official tariff text are what apply.
