US continues antidumping and countervailing duties on Turkish OCTG

The US Department of Commerce has continued antidumping and countervailing duties on certain oil country tubular goods (OCTG) from Turkey following a five-year review, maintaining measures first imposed in 2014.

The decision follows findings by the Department of Commerce and the US International Trade Commission (ITC) that revoking the orders would likely lead to renewed dumping and countervailable subsidies, as well as material injury to the US steel industry. The continuation took effect on September 29, 2026.

The weighted-average dumping margins determined in the review range from 0pct to 35.8pct for Turkey, compared with 2.05-9.91pct for India, 9.89-15.75pct for South Korea and 25.18-111.47pct for Vietnam. Countervailing duty rates range from 13.87pct to 27.77pct for India and stand at 2.87pct for Turkey.

The original antidumping duty orders on OCTG from Turkey, India, South Korea and Vietnam were issued on September 10, 2014, with countervailing duty orders covering Turkey and India. The second five-year sunset review began in July 2025.

The measures cover certain seamless and welded carbon and alloy steel casing and tubing used in oil and gas wells, regardless of whether the products are finished or unfinished, threaded or unthreaded, coupled or uncoupled, or made to American Petroleum Institute (API) or non-API specifications. OCTG coupling stock is also included. Products containing at least 10.5pct chromium, drill pipe, unattached couplings and unattached thread protectors are excluded.

The products fall primarily under US Harmonized Tariff Schedule headings 7304, 7305 and 7306.

The antidumping orders also remain in force for India, South Korea, Vietnam and Ukraine. The Ukraine order was introduced in July 2019 after an agreement suspending its investigation was terminated. Countervailing duty orders apply to India and Turkey.
