The largest steel producer in the GCC and one of the Gulf’s biggest steel markets, with mills in Jubail, Dammam, Riyadh and Jeddah.
Hadeed’s integrated works in Jubail Industrial City makes rebar, wire rod and flat steel, and a number of private mills roll rebar and sections. Construction and infrastructure drive demand. Imports arrive mainly through Jeddah Islamic Port on the Red Sea and King Abdulaziz Port in Dammam on the Gulf.

Who sets steel standards in Saudi Arabia, and the conformity rules that apply to steel products and their import.
The Saudi Standards, Metrology and Quality Organization (SASO) writes and approves Saudi standards and enforces technical regulations together with the authorities concerned.

SASO’s Technical Regulation for Building Materials (Part 1, metals and alloys for construction) covers products including carbon and low-alloy steel bars and steel wire mesh. Its updated requirements became mandatory on 26 June 2020, when the Saudi Quality Mark also became mandatory for the suppliers and manufacturers it covers.

Imported goods are registered on SASO’s SABER platform, mandatory for all imports since July 2018. A regulated product needs a shipment certificate, which goes to Saudi customs for clearance.
The Saudi standard for concrete reinforcing steel requires identifying data on the bars themselves, and each bundle to be labelled with the standard, grade, size and origin.
As a member of the Gulf Cooperation Council, Saudi Arabia works with the GCC Standardization Organization (GSO). GSO’s current Gulf standards for reinforcing bars include GSO ASTM A615/A615M:2023 and GSO ISO 6935-2:2022 (ribbed bars).
